The Spanish engineering offer was €67 million cheaper than the competitor

It was planned in advance that the price would be decisive for who would get the contract for the technical offal for the Fehmarnbelt tunnel – the so-called TEM contract. And with an offer that was half a billion cheaper than that of the nearest competitor, the choice was easy for Femern A/S. The contract, worth just under €523 million, went to the Spanish consortium SICE-Cobra:

Due to a very good negotiation offer from SICE-Cobra, Femern A/S decided to go directly to an award of the contract, wrote Femern A/S when the contact was awarded to SICE-Cobra back in March 2022.

Almost €121 million between the cheapest and most expensive offers
Exactly how good the offer was, is clear if you read the offers received from the three pre-qualified bidders that FemernReport has gained insight into. The three offers spanned a price difference of almost €121 million from the cheapest to the most expensive offer.

The winning bid from SICE-Cobra was €522.864.125. The second cheapest offer came from the BraVeCo consortium consisting of Swedish Bravida, also Swedish Eitech Electro and French Vinci Energies International & Systems. Their offer was €591.878.241. The most expensive offer came from the Austrian consortium Femern Technical Contractors. On the bottom line in their offer was the amount of €643.196.655.

Price first, quality second
It appears from the tender material from Femern A/S that price is weighted with 70 percent, while the last 30 percent is made up of quality points awarded according to execution and logistics, key people and organization and finally technology. The offer from SICE-Cobra scored four points out of five on all three criteria and thus ended up at 12 out of 15 possible. The top scorer on quality points was the BraVeCo offering, landing at 13.5 out of a possible 15 points. The most expensive offer is distinguished by also receiving the fewest quality points, namely a total of 8.5 points.
