“Allianz Fehmarnsundquerung” is the new name for the German hinterland connection to the upcoming Fehmarn Belt tunnel from the northern German city of Lübeck. The project encompasses everything from bridge and tunnel constructions to extensive earthworks and technical installations. On Thursday, the developer, Deutsche Bahn, put the extensive task out to tender.
New partnership model for project management
DB InfraGO AG, the division of Deutsche Bahn responsible for the project, has chosen a partnership model for project management. The model aims for a closely collaborative management approach, where all stakeholders – from developers to contractors – work together from the earliest planning stages to project completion, according to the tender description.
The hinterland project is considered a pilot project for the new partnership model, which could also be applied to future large infrastructure projects in Germany. The goal is to ensure a smooth and efficient project execution that meets all quality and time requirements while keeping costs under control.
Tight schedule
Some unresolved issues remain before the final tender documents are ready. However, it is certain that the project schedule is tight, as both the Danish and German governments have emphasized that the infrastructure must be ready for use when the Fehmarn Belt tunnel opens.
Elements to be cast in Grossenbrode
Deutsche Bahn has previously promised that the hinterland connection – including the new Fehmarnsund tunnel – will be ready by 2029, when the rest of the Fehmarn project is expected to be completed.
For the new 1,800-meter-long immersed tunnel under Fehmarnsund, it is expected that a casting facility will be established in Grossenbrode to produce the tunnel elements. Deutsche Bahn has previously ruled out the possibility of casting the elements at the factory in Rødbyhavn due to the sailing and water conditions in Fehmarnsund.

The tender covers several critical construction tasks. These tasks are divided into seven main packages, ranging from general project planning to the specialized engineering works required to connect the upcoming Fehmarn Belt tunnel to the German railway network.
