The number of bidders on the transformer station near the tunnel portal in Rødbyhavn is down to two. The project developer, Femern A/S, had already pre-qualified three consortia to produce offers to construct the transformer station by the tunnel portal in Rødbyhavn – the so-called TPS contract, which according to the project developer is a contract for “hundreds of millions”.
A good two weeks before the deadline for submitting the final offers, 3 October 2022, Femern A/S has only received two negotiation offers. One bidder is the Spanish contractor group Elecnor, which has been dealing with supply and distribution infrastructure for electricity since the late 1950s. The other is a consortium consisting of the German technology giant Siemens and the Danish major contractor Aarsleff.
No negotiation offer from Bravida consortium
Femern A/S, on the other hand, had to search in vain to find an offer from the third pre-qualified bidder – a consortium consisting of American GE, Portuguese Efatec, and Swedish Bravida.
Bravida was also a part of a consortium with Swedish Eitech Electro and French Vinci Energies International & Systems, who bid on the so-called TEM contract for some of the technical components for the insides of the Fehmarn tunnel, but was scrapped in favor of the Spanish SICE-Cobra consortium.
Bravida did not wish to provide a comment for FemernReport on their future connection and interest in the Fehmarn project or their scrapped offer on the TEM contract
The project developer had preferred three offers
The developer Femern A/S does not want to give an interview about the greatly reduced group of bidders. The state company writes in an email to FemernReport.com that they do not expect the Bravida consortium’s exit to have consequences:
– We complete the tender for a new transformer station as an international EU tender. The project is aimed at a special group of companies with the necessary specialization. In June last year, we prequalified three bidders. At the same time, we had to reject a number of applicants who did not meet the offer’s financial and technical requirements.
During the subsequent dialogue, one of the bidders withdrew from the tender before a negotiation offer was submitted. Femern A/S has no comment on the reason, and the question should be aksed to the relevant companies.
We would of course have preferred three bidders, but we have full confidence that there will be healthy competition among the remaining bidders. In other words, we expect to have a solid foundation for the completion of the contract, writes Femern A/S.
